The largest public-goods and commons problem there is, played by parties with no enforcer above them.

The mechanism design matters more than the persuasion. Because there is no enforcer above states, agreements must be self-enforcing, which means they need verification, reciprocity and reputational stakes to function at all. Note also the club approach: small groups with side payments and trade conditionality escape the n-player problem by making participation individually rational, which is a structural response rather than an appeal. And within countries the problem decomposes into ordinary commons and public-goods problems where enforcement does exist and works.

Future generations, entirely — they bear most of the cost and have no move whatsoever. Also the countries and communities that will be affected most and emit least, who are structurally the weakest players at every table.

What to look for


  • Is there anybody above the players who can enforce anything? Usually not.
  • Is the commitment verifiable? Unverifiable pledges are cheap talk.
  • Does acting alone help, or just cost? That determines which fix applies.
  • Who bears the cost and is not a party to any of the decisions?
