The Commons

A rival but non-excludable resource: each user's extraction imposes a cost spread across all users.

The mechanism is an externality: the benefit of taking one more is concentrated on you and the cost is distributed across everyone, so the individually correct amount is always more than the collectively correct amount. The famous framing overstates the inevitability — Ostrom's Nobel work documented hundreds of communities that governed commons successfully for centuries without either privatisation or state control, which means the tragedy is a prediction about ungoverned commons rather than about commons.

How it feels
  • The resource is shared and finite, and nobody can be kept out.
  • One more unit taken by you is barely noticeable to the whole.
  • Everyone who uses it says they are being reasonable, and each is.
  • The decline is slow enough that no single year looks like the cause.
Who is playing
Every user — plus the resource's future users, who are never at the table and whose absence is the whole reason extraction runs past sustainability.
Where it lands
Depletion. The resource is used to exhaustion by people each behaving reasonably, and every one of them ends worse off than under a limit.
What moves it

Quotas, tradable rights, boundaries, or genuine community governance with cheap monitoring. Ostrom's finding is that local monitoring and graduated sanctions beat both privatisation and remote regulation for most real commons.
