The safety race is a genuine prisoner's dilemma in structure, which matters because it tells you what does and does not work: appeals to responsibility fail predictably, and the effective interventions are those that change payoffs for everybody at once — binding standards, liability, verification. Note what verification does here, which is convert an unenforceable agreement into a commitment. Meanwhile the platform layer is a network-effects lock-in, which is a stag hunt at scale, so interoperability and portability are the levers rather than competition on quality.

  • Would a firm that slowed down alone simply lose? Then it is a dilemma, not a values gap.
  • Is the commitment verifiable, or is it a press release?
  • Can users take their things with them? That is the lock-in question.
  • Who is affected by this and is neither buying nor building it?
